We had plenty of silver in 1964-1965 (and beyond) to keep minting silver coins The problem was that with no Gold Specie Standard in place to fix the ratio between a dollar and a set weight of gold and silver, the Market value of silver eventually exceeded the face value of our coins It was costing the Government more per coin to keep minting silver Additionally, had they kept using silver, the Public would have caught on that they could make a sizeable profit from melting those coins and selling the silver on the Open Market

Mint Mark Issues and Errors always seem to turn up on coins "like the one on my Sacagawea" they are hard to explain but none the less they are real and always seem to turn up, regardless of when, where or how they are placed during the manufacturing process:) And they lend to new Mint Mark placements, procedures and programs:)
