I just use camouflage outfit I found in one of the side quests It makes my character invisible while crouching and gives me permission to steal anything in this game

See, every other game makes physical items laying around in common areas practically worthless because of this very issue If you want high-dollar stuff, you have to get it from a non-accessable inventory through some kind of processbrbrBethesda makes a physical item for literally everything that exists in-game at all times Even if you have to order something from say a vendor, there's a chest below the floor with the items and all the vendor's money in it If you can find a place to fall through the terrain, you can get to the chests
